Price (incl. VAT) VND 6.03 billion
Paid in the first year (70%) approx. VND 4.22 billion, in 7 installments
On handover notice (25%) approx. VND 1.51 billion
On receiving the certificate (5%) approx. VND 300 million

Why this price is worth considering

Prices include VAT and cover a house already built to shell and core with finished exterior, on land with an individual certificate for each unit. For terraced houses, VND 6.03–6.38 billion is roughly VND 60–64 million per m² of land, including the 3-storey house with rooftop room.

Basis for the price outlook

The urban area's technical infrastructure was accepted in 2016–2020; Ring Road 3 runs right along its eastern edge; Housing Area No. 8 has only 129 low-rise units within a 159 ha urban area. These facts are for reference only — HPR does not guarantee any price increase.

Bank Loans for Buying at Đông Tăng Long

Buyers at Đông Tăng Long can borrow up to 70% of the sale and purchase agreement value, with interest-rate support of 6% per year for the first 12 months. A guarantee of the developer's handover obligation is being considered by BIDV.

  1. Loans of up to 70% of the contract value

A minimum of 30% own funds. The loan is disbursed in line with the payment installments, so in the first year buyers only need to prepare their own share.

  2. 6% per year interest for the first 12 months

The support runs from the first disbursement. After 12 months, the lending bank's floating rate applies — the tool above uses 10% per year by default for estimates.

  3. BIDV guarantee

BIDV — Hanoi Branch has agreed to consider issuing guarantees for the sale of off-plan housing to buyers in the project (letter 1679/BIDV.HN-KHDN1 dated 16 July 2026): if the developer fails to hand over the house as per the contract, the bank fulfils the financial obligation on its behalf.

Cash flow example

Terraced house LK5 at VND 6.03 billion: about VND 1.81 billion in own funds (30%) and a loan of about VND 4.22 billion (70%). In the first 12 months at 6% per year, interest is about VND 21 million per month once fully disbursed. Figures for reference only; HPR consultants will prepare a detailed cash flow table for the unit you choose.

What Investors Should Weigh at Đông Tăng Long

Updated 20 Oct 2026

Points to review before you commit, so you can compare them with your own financial plan.

  1. Legal status, step by step

The 129 land plots received certificates on 31 December 2024 (in HUD's name); the Ho Chi Minh City Department of Construction announced that the 129 units are eligible for sale in letter 31988/SXD-PTĐT dated 5 September 2026; BIDV has issued letter 1679/BIDV.HN-KHDN1 agreeing to consider issuing a guarantee. The sale and purchase agreement is signed directly with HUD.

  2. Cash flow in 9 instalments

70% over about the first year (10% on signing, then 6 instalments of 10% each), 25% on the handover notice, 5% on receiving the certificate. Loans of up to 70% of the contract value, with interest-rate support of 6% per year for the first 12 months. Example for a VND 6.03 billion terraced house: 30% own funds of about VND 1.81 billion.

  3. Limited low-rise supply

Sub-zone No. 8 has only 129 low-rise units within the 159 ha urban area; 20 units are on sale in this release. Terraced houses at VND 6.03–6.38 billion work out to about VND 60–64 million per m² of land, including the 3-storey house + rooftop room.

  4. Regional infrastructure — expected timelines

Ring Road 3 had reached over 80% of contracted works (August 2026), with completion targeted in 2026. La Xuan Oai Road is being widened to 30 m, expected to be finished in 2027. Metro Line 5 is expected to follow the Ring Road 3 corridor, with completion targeted for 2035.

  5. Shell handover, fit out yourself

Houses are handed over as shell and core with a finished exterior. Type LK1 has 3 storeys + rooftop room, 3 bedrooms, 4 WCs and a front yard for car parking — you fit out the interior to suit living in it or renting it out, so remember to budget for this cost.

  6. When you want to resell or rent out

After handover, you can consign your property for resale or rent with HPR: HPR verifies the documents, surveys the property, advises on the asking price, then markets it and shows it to prospective buyers or tenants.

  7. Risks to check for yourself

The payment schedule and interest-rate support come from sales materials only; HPR does not yet have the number of HUD's policy notice, and the 20-unit price list has no issue date. There is no handover date for buyers yet — the project runs until Q4 2027, and in October 2026 foundation work is under way. Urban-area amenities are as planned; check which ones have actually been built. The ground elevation is not in the materials (how to check flooding).

Attached garden houses — 34 units

Land 160–164 m², floor area 320–325 m² (types NV1, NV4; the suffix -ĐX denotes a mirrored type). About 60% more land than a terraced house, leaving room for a large garden — suits families who want their own green space.

  5. Rendering of a row of garden houses at Đông Tăng Long

    Large-plot garden houses, lot IV.28

The two largest plots in the inventory: NV7 with 337.3 m² of land and 518.1 m² of floor area, and NV8 with 305.3 m² of land and 375.8 m² of floor area, on the corner of Road C4.8. Suitable as a home combined with an office or service business.

Đông Tăng Long Amenities

Residents of Low-rise Housing Area No. 8 share the amenities of the 159 ha Đông Tăng Long urban area under the 1/500 plan: a central landscaped lake, schools at all 4 levels, a shopping mall, an administrative and hospital area, and 2 parks within the sub-zone itself.

  1. Landscaped lake and central park of the Đông Tăng Long urban area

Central lake & Hac Cam Park

The green core and water surface at the heart of the urban area, surrounded by a football pitch, children's play area, performing arts centre and yacht club — a place for the whole family to walk or jog at the end of the day.

  2. Rendering of a school in the Đông Tăng Long urban area

Schools from kindergarten to high school

The plan reserves land for a kindergarten, primary, lower secondary and upper secondary school within the urban area — children do not have to cross major roads to get to school.

  3. Rendering of a kindergarten at Đông Tăng Long

Kindergarten next to the housing area

Kindergartens are placed among the low-rise housing areas, making the morning school run with young children easy.

  4. Riverside promenade in the Đông Tăng Long urban area

    Riverside park

Walkways, rows of trees and lawns by the water for relaxing, cycling and weekend outings with the children.

  5. Dong Tang Long Mall

The urban area's shopping centre: shopping, dining and everyday services within a few minutes' drive.

  6. Administration – hospital – post office

A public area with administrative offices, a hospital and a post office, plus a central car park and a bus stop at the entrance to the urban area.

Because the amenities are part of the urban area's master plan, Sub-zone No. 8 does not bear separate operating costs, and the value of the low-rise homes will follow the completion of the whole area. When the mixed-use apartment areas to the north come into operation, demand for renting townhouses and commercial space nearby is also expected to grow.

Đông Tăng Long Master Plan – Site Plan

The Đông Tăng Long new urban area has a 1/500 detailed plan covering 159.36 ha (Decision 2042/QĐ-UBND, partially adjusted in 2020 and 2024). Low-rise Housing Area No. 8 comprises 13 land lots on the west side, along La Xuan Oai Street.

Đông Tăng Long FAQ

The 129 land plots were issued certificates of land use rights and house ownership on 31 December 2024 (in the name of the developer HUD). The Ho Chi Minh City Department of Construction announced that the 129 units are eligible for sale in letter 31988/SXD-PTĐT dated 5 September 2026. Buyers sign the off-plan sale and purchase agreement directly with HUD.

Per the 20-unit inventory on sale: terraced houses from VND 6.03 to 6.38 billion, 160–164 m² garden houses from VND 8.94 to 9.57 billion, and the two large-plot garden houses at VND 14.59 and 17.49 billion. Prices include VAT. Contact an HPR consultant for exact prices and incentives for each unit.

Payment in 9 instalments: 10% on signing the agreement, 6 instalments of 10% each by construction progress (70% in total over about one year), 25% on the handover notice and 5% on receiving the certificate. With a loan: up to 70% of the contract value, interest-rate support of 6% per year for the first 12 months, then the bank's floating rate. Example for a VND 6.03 billion terraced house: 30% own funds of about VND 1.81 billion, a loan of about VND 4.22 billion. An HPR consultant will send you a stage-by-stage cash-out table for the unit you choose.

BIDV — Hanoi Branch has issued letter 1679/BIDV.HN-KHDN1 agreeing to consider issuing guarantees for the sale of off-plan housing. Under the 2023 Law on Real Estate Business, the developer must have a bank guarantee before selling and must give buyers a copy of the guarantee commitment when signing the agreement.

Construction started in July 2026, with the implementation period running to Q4 2027; the handover date for buyers has not been announced. Houses are handed over as shell and core with a finished exterior; buyers fit out the interior themselves before living in or renting out the house.

After handover, you can consign your property for resale or rent with HPR. HPR surveys the property and advises on an asking price based on the market at the time of consignment; HPR does not commit to a selling time, sale price or rent.

Nothing is guaranteed. Ring Road 3, the widening of La Xuan Oai Road and the metro lines on this page are expected timelines as of the update date and may change. Infrastructure is only one factor and does not guarantee any price increase.

Low-rise Housing Area No. 8 is on the western side of the Đông Tăng Long new urban area, fronting La Xuan Oai Road, Long Phuoc Ward, Ho Chi Minh City (former District 9). About 5 minutes to the Ho Chi Minh City – Long Thanh – Dau Giay Expressway and 10 minutes to central Thu Thiem.

Type LK1 (5 × 20.5 m) has 3 storeys + rooftop room: 3 bedrooms, 4 WCs, a living room, kitchen and dining area, altar space, a front yard for car parking, a back yard, a drying yard and a roof terrace.

The developer's documents state long-term (freehold) ownership. Contact an HPR consultant to see a copy of the certificate for the unit you choose.

Ho Chi Minh City is affected by high tides: according to Tuoi Tre (November 2025), the tide peak at Phu An station reached 1.78 m on 6 November 2025, exceeding the historical record. HPR has not found any mainstream press report from 2024–2026 recording flooding in the Đông Tăng Long urban area or on the stretch of La Xuan Oai road past the project. According to the developer's records, the ground levelling and the water supply and drainage system of the urban area were accepted and put into use in 2016–2020; the ground elevation of Low-rise Housing Area No. 8 is not in the materials HPR currently holds. We recommend visiting the area after heavy rain and at high tide, and asking HUD to state the ground elevation in writing. See also: How to check flooding and high tides when choosing a project.
