Phu Tho Real Estate — Location, Infrastructure, Planning
Phu Tho now includes former Vinh Phuc and Hoa Binh, covering 9,361.38 km² with over 4 million people. Here is the location, infrastructure, planning and what to check before buying property here.
Phu Tho is the province next to Hanoi on the north-west side. From 1 July 2025, the province merged with Vinh Phuc and Hoa Binh, keeping the name Phu Tho. The administrative centre is in Viet Tri Ward (former Viet Tri City). Familiar cities such as Vinh Yen and Phuc Yen (former Vinh Phuc) and Hoa Binh and Luong Son (former Hoa Binh) now all belong to Phu Tho.
Why buyers look at Phu Tho real estate
- Scale after the merger. Under Resolution 202/2025/QH15, Phu Tho has a natural area of 9,361.38 km² and a population of more than 4 million, bordering Hanoi, Tuyen Quang, Thai Nguyen, Lao Cai, Son La, Thanh Hoa and Ninh Binh.
- Next to Hanoi, with many industrial parks. Former Vinh Phuc and Luong Son (former Hoa Binh) lie right next to Hanoi. The adjusted provincial plan (announced 14 January 2026) identifies electronics, automobiles, motorbikes and machinery as key industries, with a target urbanisation rate of 35–40% by 2030.
- Lao Cai – Hanoi – Hai Phong railway. Construction of Component Project 1 started on 19 December 2025. The section through Phu Tho is more than 99 km long, passes through 20 communes and wards, and requires reclaiming about 621 ha.
- Capital Region Ring Road 5. The Government has proposed a route of about 349 km through 7 localities, including Phu Tho, expected to start construction in 2027. This is only a proposal, not a project that has started construction.
What to check before you buy
- Legal status of township projects: the former Vinh Phuc area has many townships and residential plots. Check the construction permit, the approval to sell, and whether the project is permitted to subdivide and sell plots.
- Land of agricultural and forestry farm origin in former Hoa Binh: there have been many violations in managing and using this type of land. For resort land in Luong Son and former Kim Boi, ask clearly about the land type on the certificate and the term of use.
- Railway and ring-road corridors: land on the new railway or the expected route alignment may be reclaimed. Check the land use plan before paying a deposit.
- Actual travel time to Hanoi: try the trip from home to your workplace at rush hour, and do not count on roads that are not yet built.
- New administrative address: commune and ward names on the contract may differ from the former district names of Vinh Phuc, Hoa Binh and Phu Tho.
