Ninh Binh Real Estate — Including Former Ha Nam, Nam Dinh
Ninh Binh now includes former Ha Nam and Nam Dinh, with over 4.41 million people. Here is what to know when buying a home in the southern Red River Delta.
Ninh Binh after the reorganisation has a natural area of 3,942.62 km² and more than 4.41 million people, according to Resolution 202/2025/QH15. From 1 July 2025, the province merged with Ha Nam and Nam Dinh, keeping the name Ninh Binh, with 129 commune-level units (32 wards, 97 communes). The cities of Phu Ly (former Ha Nam) and former Nam Dinh now both belong to Ninh Binh.
Why buyers look at Ninh Binh real estate
- A large population. With more than 4.41 million people, the new Ninh Binh is one of the most populous provinces in the Red River Delta. Owner-occupier demand is concentrated around the old central cities of the three provinces.
- Close to Hanoi in the south. Former Ha Nam borders Hanoi. People who work in the south of Hanoi may consider homes in this area.
- Ninh Binh – Hai Phong Expressway. The route is 117 km long, linking Ninh Binh with Hai Phong. The section through former Nam Dinh is about 27.6 km long, with construction started on 12 May 2025, and under the plan will be basically completed in 2027 and operate from 2028.
- Heritage tourism. The Trang An Landscape Complex was recognised by UNESCO as a World Heritage Site in 2014. Some buyers look for townhouses and homestays to run accommodation.
Tourist accommodation has seasonal revenue. Factor in the low-season months when planning, and do not rely on a pre-promised profit figure.
What to check before you buy
- New administrative address: ward and commune names on the contract and certificate may differ from the former district and city names of Ha Nam, Nam Dinh or Ninh Binh. Ask for the new name before paying a deposit.
- Rules around the heritage area: the heritage protection area has its own rules on construction, height and land use purpose. Check the planning for the exact plot before buying to run a homestay.
- Legal status of new projects: construction permit, approval to sell, bank guarantee for off-plan homes.
- Flooding and ground elevation: the delta plain has many low-lying areas near rivers. Ask about ground elevation and the flooding history of the access road after heavy rain.
- Actual travel time: do not calculate it on expressway routes that are not yet open. Try the trip from home to your workplace at rush hour.
