Thanh Hoa Real Estate — Infrastructure, Planning, Key Points
Thanh Hoa kept its provincial boundary in the 2025 reorganisation and now has 166 wards and communes. Here is what to know when buying a home at the gateway to the North Central region.
Thanh Hoa has 166 commune-level administrative units (19 wards, 147 communes) from 1 July 2025, according to the list after the reorganisation. The province is among the 11 provinces and cities not merged under Resolution 202/2025/QH15, so it keeps its name and provincial boundary. The district level no longer exists; former Thanh Hoa City, Sam Son and Nghi Son are now divided into new wards and communes.
Why buyers look at Thanh Hoa real estate
- The North–South expressway now reaches Nghe An. The two sections National Highway 45 – Nghi Son and Nghi Son – Dien Chau have been open to traffic since 1 September 2023. The Nghi Son – Dien Chau section is about 50 km long, linking Thanh Hoa with Nghe An.
- Provincial plan to 2045. Decision 153/QD-TTg of 27 February 2023 approved the Thanh Hoa Provincial Plan for 2021–2030, with a vision to 2045. The plan sets the goal of making Thanh Hoa a new growth pole alongside Hanoi, Hai Phong and Quang Ninh.
- Coastal cities. Sam Son and the former coastal area are where townhouses and tourist apartments are concentrated. Owner-occupier demand is concentrated around the provincial centre and industrial parks.
Targets in a plan are directions, not infrastructure that exists. Separate what has been built from what is still on paper when comparing prices.
What to check before you buy
- New administrative address: ward and commune names on the contract and certificate may differ from the former city, town and district names. Ask for the new name before paying a deposit.
- Coastal tourist housing: apartments and townhouses in tourist areas may be on commercial and service land with a limited term of use. Ask about the land type, the term and the conditions for issuing the certificate.
- Seasonal revenue: coastal accommodation is busy in summer and quiet in winter. Factor in the low-season months, and do not rely on a pre-promised profit.
- Legal status of new projects: construction permit, approval to sell, bank guarantee for off-plan homes.
- Actual travel time: measure from the home to the nearest expressway interchange, not just as the crow flies.
