Ninh Chu – Phan Rang Real Estate — Coast of Former Ninh Thuan

Ninh Chu Beach and the former city of Phan Rang – Thap Cham now belong to Khanh Hoa Province. From 1 July 2025, Ninh Thuan merged into Khanh Hoa; the Ninh Chu beach area is Ninh Chu Ward (former Van Hai Ward and Khanh Hai Town of former Ninh Hai District), and central Phan Rang is divided into the wards of Phan Rang, Dong Hai, Bao An and Do Vinh. Since April 2024, the 78.5 km Cam Lam – Vinh Hao Expressway has linked this area with Nha Trang and the south.

Ninh Chu – Phan Rang under the new boundaries

• Ninh Chu Ward: Ninh Chu Beach, made up of Van Hai Ward (former Phan Rang – Thap Cham City) and Khanh Hai Town (former Ninh Hai District).
• Phan Rang Ward: the old centre, made up of Kinh Dinh, Phu Ha, Dai Son and Dao Long.
• Dong Hai Ward: the southern coast, made up of My Binh, My Dong, My Hai and part of former Dong Hai.
• Bao An Ward and Do Vinh Ward: to the west and north-west, near Thap Cham station.
• Vinh Hai Commune: Vinh Hy Bay, made up of former Nhon Hai, Thanh Hai and Vinh Hai.

The beach name is still commonly written "Ninh Chữ", while the ward name in the resolution is "Ninh Chử". Check the exact name on the contract and certificate.

Why buyers look at Ninh Chu – Phan Rang real estate

• A dry, sunny climate. This is one of the driest areas in the country, with a long beach season. Vinh Hy Bay and Nui Chua National Park are nearby.
• The expressway is open. The Cam Lam – Vinh Hao Expressway (78.5 km) was put into use on 26 April 2024, passing through Khanh Hoa, former Ninh Thuan and former Binh Thuan. Driving to Nha Trang or Ho Chi Minh City is more convenient than before.
• Airport and railway. Cam Ranh International Airport is nearly 70 km from Phan Rang. North–South trains stop at Thap Cham station.
• Thanh Son Airport (plan). In May 2026, the Thanh Son Airport plan was approved: a military airport with civil use in Do Vinh Ward, with a capacity of 1.5 million passengers a year by 2030. This is only a plan, with no civil operation date.
• A major project restarted. The National Assembly has approved restarting the Ninh Thuan nuclear power project (Resolution 174/2024/QH15), located in Phuoc Dinh Commune and Vinh Hai Commune. The project may bring long-term workers, but there may also be construction-restricted zones around the plant.

Visitor numbers here are lower than in Nha Trang. Nightly rentals depend on summer and holidays. Factor in the low-season months, and do not rely on a pre-promised level of return.

What to check before you buy

• Land type and ownership term: resorts and coastal condotels are usually on commercial and service land with a fixed term, different from freehold residential land in residential areas. Ask clearly about the type of certificate and the remaining term.
• Project legal status: detailed plan, construction permit, approval to sell, bank guarantee for off-plan homes.
• Flooding and erosion: in November 2025, the rising Cai Phan Rang River flooded many residential areas in Phan Rang Ward, Dong Hai Ward and Phuoc Dinh Commune, and 415 households in Phan Rang Ward had to evacuate. Ninh Chu's shoreline has needed embankments against erosion. Ask about ground elevation, flooding history and the distance to the waterline.
• Planning for forests, conservation areas and the plant: land near Nui Chua National Park, coastal protection forest or the nuclear power project area may be restricted. Get planning information for the exact plot.
• Rental commitments: if there is a leaseback programme, read carefully who operates it, how revenue is shared, which costs are deducted and how long the commitment lasts. No level of return is certain.
• New administrative address: old certificates state Phan Rang – Thap Cham City, Ninh Hai District, Ninh Thuan Province. New contracts should state the new ward or commune name, with the old name alongside for cross-checking.
