Tuy Hoa – Phu Yen Real Estate — The Coast of Dak Lak
Tuy Hoa and the coast of former Phu Yen now belong to Dak Lak Province. If you are considering a home, land or a coastal holiday unit here, this is what to know before buying.
Tuy Hoa is the seaside city of former Phu Yen and now belongs to Dak Lak Province. From 1 July 2025, Phu Yen merged into Dak Lak; former Tuy Hoa City was divided into the wards of Tuy Hoa, Phu Yen and Binh Kien, and Dak Lak now has a coastline. In 2024, Phu Yen received about 4 million visitors, with total tourism revenue estimated at VND 8,000 billion.
Tuy Hoa – Phu Yen under the new boundaries
- Tuy Hoa Ward: the old centre, made up of Wards 1, 2, 4, 5 and 7, part of Ward 9 and the Hoa An and Hoa Tri communes (former Phu Hoa District).
- Phu Yen Ward: south of the Da Rang River, made up of Phu Dong, Phu Lam, Phu Thanh and former Hoa Thanh Commune.
- Binh Kien Ward: the north, made up of An Phu, Hoa Kien and Binh Kien communes and the remainder of Ward 9.
- Xuan Dai Ward: former Song Cau Town, Xuan Dai Bay.
- Tuy An Dong Commune: made up of former An Ninh Dong, An Ninh Tay and An Thach — the Ganh Da Dia area.
- Dong Hoa Ward: former Dong Hoa Town, towards Mui Dien and Vung Ro Bay.
Why buyers look at Tuy Hoa – Phu Yen real estate
- A lightly built-up coast. Compared with Nha Trang or Quy Nhon, the coast of former Phu Yen has fewer high-rises, and land prices are usually lower. Visitors come for Ganh Da Dia, Mui Dien, Xuan Dai Bay and Vung Ro Bay.
- The North–South expressway. On 29 April 2026, the Quy Nhon – Chi Thanh Expressway (nearly 62 km) opened. The Chi Thanh – Van Phong section continues towards Nha Trang.
- Tuy Hoa Airport. It received more than 432,000 passengers in 2024. Under the plan, the airport will rise to 3 million passengers a year by 2030. This is a plan, with no start date for a new terminal.
- South Phu Yen Economic Zone. It covers 20,730 ha, with the tourist areas Bien Ho – Da Bia, Mui Dien – Bai Mon and Hon Nua under the plan.
- Tuy Hoa – Buon Ma Thuot Expressway (plan). The route of about 220 km is only in the plan; the province is proposing investment before 2030, and there is no investment decision yet.
International visitors to Phu Yen are still few (about 35,000 in 2024). Nightly rentals depend on summer and holidays. Factor in the low-season months, and do not rely on a pre-promised level of return.
What to check before you buy
- Flooding downstream of the Ba River (Da Rang River): in November 2025, major floods deeply flooded many residential areas in Tuy Hoa and Dong Hoa. Ask about ground elevation, the area's flooding history and the escape route when water rises.
- Coastal erosion: in Tuy An Nam Commune (former An My and An Chan), residents say the sea has encroached over 30 m in over 40 years; the anti-erosion embankment of nearly VND 200 billion had reached only 65% of the work volume in July 2026. For land right by the sea, ask about the distance to the waterline and the embankment works.
- Land in the economic zone and planned tourist areas: many coastal areas are planned for tourism, protection forest or seaports (Vung Ro, Bai Goc). Get planning information for the exact plot before paying a deposit.
- Land type and ownership term: holiday units in tourist areas are usually on commercial and service land with a fixed term, different from freehold residential land. Ask clearly which type of certificate you will receive.
- Infrastructure still on paper: do not price as if the Tuy Hoa – Buon Ma Thuot Expressway or a new airport terminal already existed. Check the actual progress.
- New administrative address: old certificates state Tuy Hoa City and the districts and towns of Phu Yen Province. New contracts should state the new ward or commune name of Dak Lak Province, with the old name alongside.
