Quang Ninh Real Estate — A Centrally Governed City
From 1 September 2026, Quang Ninh Province became Quang Ninh City under the central government. If you are looking for a home in Ha Long or a beachfront apartment, here is what to know.
Quang Ninh City has a natural area of 6,231.27 km² and about 1.52 million people, according to VOV on 1 September 2026. Quang Ninh did not merge with any province in the 2025 reorganisation. From 1 September 2026, the whole of Quang Ninh Province became a centrally governed city, made up of 30 wards, 22 communes and 2 special zones, Van Don and Co To.
Why buyers look at Quang Ninh real estate
- A new administrative unit. Quang Ninh is now a centrally governed city, bordering Hai Phong, Bac Ninh, Lang Son, China and the East Sea. Ha Long remains the city buyers mention most.
- Expressways along the coast. On 1 September 2022, the 80.23 km Van Don – Mong Cai Expressway was inaugurated. The route continues the expressway from Ha Long and Van Don out to Mong Cai, speeding up travel along Quang Ninh's coastal region.
- Tourism and the marine economy. Ha Long Bay and the special zones of Van Don and Co To attract tourists. Buyers often consider beachfront apartments for holidays combined with renting out.
- Owner-occupier demand. Besides tourists, the city has residents and people working at ports, industrial parks and agencies who need long-term rentals.
Rental income in a tourist city fluctuates by season and visitor numbers. Factor in vacant months when planning.
What to check before you buy
- Product type and ownership term: residential apartments and tourist apartments (condotels) have different legal status and land-use terms. Ask clearly before paying a deposit.
- Project legal status: construction permit, approval to sell, bank guarantee for off-plan homes.
- Rental commitments: if there is a leaseback programme, read carefully who operates it, how revenue is shared and how long it lasts. No level of return is certain.
- Reclaimed and bayside land: some coastal townships sit on reclaimed land. Ask about the land-use term, planning for the bayside area and the flooding history in storms.
- Management and maintenance costs near the sea: salty air wears out equipment and facades quickly. Ask about management fees and the maintenance plan.
- New administrative address: ward, commune and special zone names on the contract may differ from the former city and district names (e.g. former Ha Long City is now divided into several wards). Ask for the new name before signing.
