Lao Cai Real Estate — Location, Infrastructure, Planning
Lao Cai now includes former Yen Bai, covering 13,256.92 km² with nearly 1.78 million people. Here is the location, infrastructure, planning and what to check before buying property here.
Lao Cai is a northern border province, adjoining Yunnan (China). From 1 July 2025, the province merged with Yen Bai, keeping the name Lao Cai. The administrative centre is in Yen Bai Ward (former Yen Bai City). The province has 99 communes and wards, including 10 wards such as Lao Cai, Cam Duong, Sa Pa, Yen Bai and Nghia Lo.
Why buyers look at Lao Cai real estate
- Scale after the merger. Under Resolution 202/2025/QH15, Lao Cai has a natural area of 13,256.92 km² and a population of nearly 1.78 million. The province has the Lao Cai – Ha Khau international border gate and the Kim Thanh border gate.
- Lao Cai – Hanoi – Hai Phong railway. The standard-gauge railway started construction of Component Project 1 on 19 December 2025. The section through Lao Cai is more than 143 km long, with 5 stations. Areas around new stations are often planned for urban development, but the line will take many years to complete.
- Widening of the Yen Bai – Lao Cai Expressway. The 121.33 km section is being widened to 4 lanes, with construction started on 1 October 2025 and a target of basic completion in 2026. This is a target, so follow actual progress.
- Sa Pa tourism. Sa Pa is a famous mountain destination. Sa Pa Airport has not started construction and, according to Báo Lào Cai, is expected to operate before 2030.
The provincial plan was adjusted after the merger (Decision 525/QD-UBND of 25 February 2026), with a growth axis along the Red River and urban development along the new railway.
What to check before you buy
- Flash floods and landslides: Typhoon Yagi in September 2024 killed 88 people in Lao Cai, and many houses were swept away. Check the plot against the commune's hazard-warning map, and avoid land beside streams or at the foot of embankments.
- Railway and expressway corridors: land near new routes may fall within site clearance or resettlement areas. Check the land use plan before paying a deposit.
- Homestays and guesthouses in Sa Pa: if you are buying to run accommodation, ask clearly whether the land is residential land, whether the building has a construction permit and whether it can be registered for business.
- Land allocated under policy to ethnic minority households: under the 2024 Land Law, transfers of this type of land are restricted.
- New administrative address: commune and ward names on the contract may differ from the former district names of Yen Bai and Lao Cai.
