Ha Tinh Real Estate — Infrastructure, Vung Ang, Key Points
Ha Tinh kept its provincial boundary in the 2025 reorganisation and now has 69 wards and communes. Here is what to know when buying a home in Ha Tinh.
Ha Tinh has 69 commune-level administrative units (9 wards, 60 communes) from 1 July 2025, according to the list after the reorganisation. The province is among the 11 provinces and cities not merged under Resolution 202/2025/QH15, so it keeps its name and provincial boundary. The district level no longer exists; former Ha Tinh City, Hong Linh Town and Ky Anh are now divided into new wards and communes.
Why buyers look at Ha Tinh real estate
- North–South expressway through the province. The two sections Bai Vot – Ham Nghi (about 35 km) and Ham Nghi – Vung Ang (about 54 km), nearly 90 km in total, have been in operation on the main route since 18:00 on 28 April 2025. To the north, the Dien Chau – Bai Vot Expressway has linked Ha Tinh with Nghe An since mid-2024.
- The Vung Ang industrial region. Former Ky Anh has an economic zone, seaports and large factories. Workers and specialists create demand for rental homes around this area.
- A small market with accessible prices. Ha Tinh is a small market compared with neighbouring provinces. Buyers are mainly owner-occupiers and people buying homes to rent out near industrial areas.
Rental demand around industrial areas depends on the actual number of factory workers. Ask about occupancy rates and the current rent of similar units, and do not rely on planning alone.
What to check before you buy
- New administrative address: ward and commune names on the contract and certificate may differ from former Ha Tinh City, Ky Anh Town or the old districts. Ask for the new name before paying a deposit.
- Residential plots and subdivisions: check whether the plot already has its own certificate and whether infrastructure has been handed over to the local authority.
- Legal status of new projects: construction permit, approval to sell, bank guarantee for off-plan homes.
- Storms and flooding: Ha Tinh is affected by storms in the rainy season. Ask about ground elevation and the flooding history of the house and the access road.
- Distance to industrial areas: a home near a factory is easier to rent out, but check noise, dust and wind direction.
