Sam Son Real Estate — Thanh Hoa Beach, Infrastructure, Notes

Sam Son sits on the coast of Thanh Hoa Province, about 16 km from the provincial centre and about 180 km from Hanoi. From 1 July 2025, most of the former Sam Son City was reorganised into two wards: Sam Son Ward (merging 7 former wards: Bac Son, Quang Tien, Quang Cu, Trung Son, Truong Son, Quang Chau and Quang Tho) and Nam Sam Son Ward (former Quang Vinh Ward together with former Quang Minh, Dai Hung and Quang Giao communes). In 2025, Sam Son received about 8.58 million visitors, according to Báo Nhân Dân.

Why buyers look at Sam Son real estate

• A large number of visitors. According to Báo Nhân Dân (26 April 2026), Sam Son received 8.58 million visitors in 2025, with tourism revenue of over VND 17,000 billion. The area has about 1,000 accommodation establishments with over 23,000 rooms.
• From Hanoi by expressway (already in place). The North–South Expressway now runs continuously from Hanoi through Thanh Hoa; the National Highway 45 – Nghi Son and Nghi Son – Dien Chau sections have been open to vehicles since 1 September 2023. From central Thanh Hoa to the sea there is the Nam Song Ma Avenue, whose 14.6 km phase 1 is in use.
• New public space (already in place). The seaside square and festival landscape axis, invested in by Sun Group, was inaugurated on the evening of 27 April 2024 and has become a venue for summer events.
• Infrastructure under way. Phase 2 of the Nam Song Ma Avenue (1.9 km in the Sam Son area) broke ground in January 2024, planned for completion in 2025. Ask about the actual status before counting it in the price.

A large number of visitors in summer does not mean every unit rents well. Separate the infrastructure that is already running from what is still in the plan.

What to check before you buy

• Land type and term of use: villas, townhouses and apartments in tourist zones may be commercial and service land with a fixed term; townhouses in residential areas are usually long-term residential land. Ask which type of certificate you will receive and how much of the term remains.
• Project legal status: detailed plan, construction permit, document confirming eligibility to sell. In 2017, the Ministry of Construction inspectorate found violations at some large resort projects in Sam Son involving the conversion of protection forest land and construction before permits were issued (Tuổi Trẻ, 22 July 2017). Check whether each item you are buying has its full paperwork.
• Low season: for many years the press has called Sam Son "one-season tourism" — visitors are concentrated in summer, and winter is quiet. Work out cash flow including the months with empty rooms.
• Rental commitments: read carefully who operates, how revenue is shared, which costs are deducted and the conditions for termination. No level of return is certain.
• Storms, coastal erosion: some stretches of the Sam Son coast have been eroded by waves, and embankments have been damaged after storms. Ask about ground elevation, the setback from the shore, plans for wave-breaking embankments and maintenance costs from salt wind.
• New administrative address: contracts and certificates should state Sam Son Ward or Nam Sam Son Ward, with the old ward and commune names alongside to cross-check earlier documents.
