Nghe An Real Estate — Infrastructure, Planning, Key Points
Nghe An kept its provincial boundary in the 2025 reorganisation and now has 130 wards and communes. Here is what to know when buying a home in Vinh and the surrounding areas.
Nghe An has 130 commune-level administrative units (11 wards, 119 communes) from 1 July 2025, according to the list after the reorganisation. The province is among the 11 provinces and cities not merged under Resolution 202/2025/QH15, so it keeps its name and provincial boundary. The district level no longer exists; former Vinh City and Cua Lo Town are now divided into new wards.
Why buyers look at Nghe An real estate
- The North–South expressway through the province is open. The Nghi Son – Dien Chau section (43.5 km through Nghe An) has been open to traffic since 1 September 2023. The Dien Chau – Bai Vot Expressway, about 49 km long, opened along its whole route at the end of June 2024, continuing into Ha Tinh.
- The centre of the North Central region. Former Vinh is the region's major city, concentrating schools, hospitals and services. Demand to live in and rent is concentrated around the old centre.
- A coastal city. Former Cua Lo has townhouses, apartments and hotels serving summer tourism.
The expressway speeds up travel but does not raise the price of every plot equally. Work out the actual distance from the home to the nearest interchange.
What to check before you buy
- New administrative address: ward and commune names on the contract and certificate may differ from former Vinh City, Cua Lo or the old Nghi Loc and Hung Nguyen districts. Ask for the new name before paying a deposit.
- Legal status of new projects: construction permit, approval to sell, bank guarantee for off-plan homes.
- Residential plots and subdivisions: check whether the plot already has its own certificate and whether infrastructure has been handed over to the local authority.
- Flooding and ground elevation: areas along the Lam River and the coast include low-lying places. Ask about ground elevation and the flooding history of the access road after storms.
- Seasonal revenue: coastal tourist apartments and townhouses are busy in summer. Factor in the low-season months when planning a rental.
