Hai Phong Real Estate — After the Merger with Hai Duong
Hai Phong City now includes the former Hai Duong Province, with over 4.66 million people. Here is what to know when buying a home in this port city.
Hai Phong City after the reorganisation has a natural area of 3,194.72 km² and more than 4.66 million people, according to Resolution 202/2025/QH15. From 1 July 2025, the city merged with Hai Duong Province, keeping the name Hai Phong. Many residential areas and industrial parks of former Hai Duong now belong to Hai Phong.
Why buyers look at Hai Phong real estate
- Scale after the merger. The city has 114 commune-level administrative units, made up of 45 wards, 67 communes and 2 special zones, Cat Hai and Bach Long Vi.
- Free trade zone. On 13 October 2025, the Hai Phong People's Committee issued Decision 4068/QD-UBND establishing a free trade zone of about 6,292 ha. It covers 3 locations: the Southern Coastal Economic Zone, the Dinh Vu – Cat Hai Economic Zone and Cat Hai special zone. The basis is Resolution 226/2025/QH15 on special mechanisms and policies for Hai Phong.
- Port economy and industry. Hai Phong is the major port city of northern Vietnam, with many industrial parks. People working in industrial parks and foreign specialists create demand for homes to rent near their workplaces.
- Two former central cities. Besides the inner city of former Hai Phong, the central area of former Hai Duong also has its own housing demand. Prices and supply in the two areas can differ greatly.
Free trade zones and economic zones take many years to fill. Do not buy just because an infrastructure project has been announced.
What to check before you buy
- New administrative address: ward and commune names on the contract and certificate may differ from the district names of former Hai Phong or former Hai Duong. Ask for the new name of the land before paying a deposit.
- Planning around economic zones: if the home is near the Southern Coastal Economic Zone or Dinh Vu – Cat Hai, check whether the land lies within industrial, port or new road planning boundaries.
- Flooding and high tides: Hai Phong borders the sea and has many rivers. Ask about ground elevation, the drainage system and the flooding history of the access road to the project.
- Legal status of new projects: construction permit, approval to sell, bank guarantee for off-plan homes.
- Actual rental demand: if you are buying to rent out near industrial parks, ask about the rent of similar occupied units, and do not rely on advertised figures.
