How to check land and project zoning before buying: 3 channels, 5 steps

To find out whether a plot or project is affected by zoning, you can check through 3 official channels: the provincial / city planning portal, a request for zoning information from the competent authority, and the legal documents published by the developer. Cross-check at least 2 channels before placing a deposit.

Checking land zoning — 3 official channels and 5 steps

This content is for reference only and is not legal advice. Regulations may change and differ by locality; for a specific case, ask the competent authority or a lawyer. Updated 24 October 2026.

Zoning decides what can be built on a plot, how many floors, and whether part of the land must be given up for a road. Checking wrongly, or not at all, is a common cause of later problems for buyers, so do it before you even place a deposit.

1. Three channels

Channel What you get Notes
Provincial / city online planning portal or map Published land-use, general and subdivision zoning maps Maps are for reference; position and boundaries need further cross-checking
Local planning, construction and land authority (from 01/07/2025 two-tier government: province and commune) Official zoning information for a specific land parcel on request You need the parcel number, map sheet or address; ask the commune-level one-stop desk or the provincial specialist agency where requests are received and how long replies take
Project legal documents (developer) Decision approving the 1/500 detailed plan, decision on land allocation / lease Ask for copies and check the number, date and issuing authority yourself

2. Step-by-step process

  1. Identify the exact parcel. Take the parcel number, map sheet number and address from the certificate or project file. Since 01/07/2025, administrative boundaries have changed in many places: write the new ward / commune address with the old name in brackets so the search does not go wrong.
  2. Check the online zoning map. Find the provincial / city planning portal and choose the map layer you need (land use, construction zoning). Take a screenshot showing the date of your search.
  3. Read the symbols and indicators. See which type the plot falls under (residential, commercial-service, green space, transport land, etc.), the building density, the floor area ratio and the maximum height if given.
  4. Request zoning information. Submit a request to the local competent authority to obtain a written zoning confirmation for the specific parcel. This carries more weight than a reference map.
  5. Compare with the site and the project. Visit the site, look at the roads, boundary markers and neighbouring buildings; ask the developer about the approval decisions and compare them with what you found.

On the legal basis, the Law on Urban and Rural Planning 2024 (No. 47/2024/QH15, effective 01/7/2025) divides urban planning into 3 levels: general planning, subdivision planning and detailed planning (Article 3). A legal news source states that planning must be publicly announced no later than 15 days after approval. The Law on Urban and Rural Planning has been amended by Law No. 144/2025/QH15 (effective 01/01/2026). Decree 145/2025/ND-CP decentralises authority between provincial and commune People's Committees; for example, detailed planning of a rural residential area within one commune falls under the commune People's Committee.

3. What to read on a zoning map

  • Road setback lines and planned roads: whether the parcel lies within a road-opening or road-widening area. If so, the affected area often cannot be built on.
  • Land-use function: residential land differs from green space or public land. A plot inside green space or public-works zoning may face building restrictions or recovery under regulations.
  • Publication date: zoning can be adjusted; check the approval date, the latest version, and whether an adjustment is under public consultation.
  • Distance to major infrastructure: ring roads, railways, power-line safety corridors, rivers and streams may come with protection corridors.

4. Signs to stop and ask more questions

  • The address on the documents does not match the map or the site.
  • The seller only shows a photo of a map, with no written confirmation from the authority.
  • The parcel sits next to a planned road, an infrastructure corridor or an area under zoning review.
  • The zoning on the online portal differs from the advertising brochure.

5. For an apartment in a project

Apartment buyers rarely check individual parcels, but should still ask the developer for the project's 1/500 detailed-plan approval decision and compare density, number of floors and apartment function with what is advertised (see also what 1/500 and 1/2000 planning means). For the remaining documents, see Checking a project's legal status before you buy.

6. When to ask the competent authority

Online maps are only an initial reference. When you are about to place a deposit or sign a contract, get a document from the state authority for the exact parcel. If the information you find contradicts itself, ask the authority or a lawyer directly instead of guessing.
