Infrastructure around projects: what is running, what has just started — checking 6 HPR projects
As of 24 October 2026, around Nhon Trach and Long Hung only 2 works are carrying real traffic: Nhon Trach Bridge (Ring Road 3, since 20 August 2025) and the Bien Hoa – Vung Tau expressway (temporary operation since 18 May 2026, cars under 9 seats only). Long Thanh Airport is aiming for commercial operation in December 2026; Cat Lai Bridge and Long Hung Bridge only broke ground on 29 September 2026, expected to finish from 2029.
Ho Chi Minh City – Dong Nai infrastructure to October 2026 and the HPR projects that benefit by real progress
Basis: My Thuan Project Management Board (Ministry of Construction), Dong Nai City Transport Construction Investment Project Management Board, ACV, Civil Aviation Authority of Vietnam — published in Government Newspaper, Vietnam+, Tuoi Tre, Tien Phong, VTC News up to 20 October 2026 · Updated 24 October 2026.
The question this article answers: around the 6 HPR projects in Dong Nai City, which works already carry traffic, which are under construction, and which are only plans — and which step each project is benefiting from. For how to read each step (planning → policy approval → groundbreaking → operation), see the pillar article Infrastructure and property prices: reading progress so you are not misled by hype.
Ho Chi Minh City – Dong Nai infrastructure progress table to 24 October 2026
| Work | Current step | Announced milestone | Source |
|---|---|---|---|
| Nhon Trach Bridge (Ring Road 3, component project 1A, over 8 km) | In operation as an ordinary road | Carrying traffic since 20 August 2025; trucks over 1.5 tonnes and coaches over 16 seats not yet allowed; expressway-style operation expected from end 2026 | My Thuan PMB |
| Ho Chi Minh City Ring Road 3 (over 76 km, over 75,300 billion VND) | Under construction, some sections open | Targets about 38.6 km of main route by 30 September 2026 and about 70.4 km by 30 December 2026 | Tuoi Tre, VTC News |
| Ring Road 3, Dong Nai section (component 3, over 11 km, from the Ben Luc – Long Thanh expressway to Nhon Trach Bridge) | Under construction | About 80% of contract value (31 August 2026); target moved from end of September to October 2026 | Dong Nai City Transport PMB |
| Ben Luc – Long Thanh expressway (nearly 58 km) | In operation along the whole route | From 0:00 on 1 October 2026 | VEC, VTC News |
| Bien Hoa – Vung Tau expressway (over 54 km) | Temporary operation | From 18 May 2026, cars under 9 seats only, 60–80 km/h; target to connect with 2 other expressways in October 2026 | People's Representative Newspaper, VTV |
| HCMC – Long Thanh expressway widening (nearly 22 km) | Under construction, building while operating | Target for operating the widened part end 2026; new Long Thanh Bridge February 2027 | VEC |
| Road 25B (Nhon Trach centre – National Highway 51 section, over 9 km, 10 lanes) | Under construction | About 70% of contract value; target to finish end 2026 | Dong Nai City Transport PMB |
| Road 25C (over 2.6 km, 8 lanes, connecting to the airport) | Main items basically done | Technical opening expected 31 October 2026; operation November – 31 December 2026 depending on the source | Dong Nai City Transport PMB, VTC News |
| Long Thanh International Airport (phase 1) | Being completed, calibration test flights | Commercial operation December 2026; about 6–10% capacity until March 2027, 100% after October 2027 | ACV, Civil Aviation Authority of Vietnam |
| Cat Lai Bridge (11.6 km, over 24,000 billion VND) | Just broke ground | Groundbreaking 29 September 2026 at Dai Phuoc commune; expected to open from 2029 | Dong Nai City Transport PMB |
| Long Hung Bridge (about 9.8 km, over 12,700 billion VND) | Just broke ground | Groundbreaking 29 September 2026; expected to open from 2029 | Dong Nai City Transport PMB |
| Nguyen Huu Canh Boulevard (Provincial Road 2, about 15.5 km) | Section 1 done; section 2 linking the expressway built under PPP | Section 2 expected to start at end of June 2026 — no news yet confirming a construction start ceremony | Dong Nai City People's Committee |
| Thu Thiem – Long Thanh metro (nearly 47 km) | Preparing to start | Expected to start at end 2026, finish 2030 | Ho Chi Minh City People's Committee |
Three takeaways from the table:
- Schedules still slip within weeks. The Dong Nai section of Ring Road 3 had a target of end of September, and two weeks later it read October 2026. Road 25C has two different milestones depending on the source. Write the announcement date next to each milestone.
- "Opened to traffic" has several levels. Nhon Trach Bridge has carried traffic since 2025 but is still an ordinary road, with trucks and coaches restricted; Bien Hoa – Vung Tau is only in temporary operation for cars under 9 seats.
- A newly started bridge needs about 3 more years. Cat Lai Bridge and Long Hung Bridge have funding and a groundbreaking ceremony, but the opening milestone is from 2029.
Which infrastructure each HPR project benefits from, and at which step
| Project | Location | Infrastructure usable now | Infrastructure under construction / just started | Reference travel time (not measured in practice) |
|---|---|---|---|---|
| Fiato Airport City | Frontage on Ton Duc Thang street (25B), Nhon Trach commune | Nhon Trach Bridge (starting at the ĐT25B junction) → HCMC – Long Thanh – Dau Giay expressway | 25B upgrade, road 25C, Long Thanh Airport, Thu Thiem – Long Thanh metro (not yet started) | About 10 minutes by road to Long Thanh Airport |
| Spring Ville | ĐT25B (Ton Duc Thang boulevard), Nhon Trach | Nhon Trach Bridge → HCMC – Long Thanh – Dau Giay expressway | 25B upgrade, road 25C, Long Thanh Airport, Thu Thiem – Long Thanh metro (not yet started) | About 9 km to Long Thanh Airport |
| Izumi City | Provincial Road 2, Long Hung ward | Bien Hoa – Vung Tau expressway (temporary operation), HCMC – Long Thanh – Dau Giay expressway, National Highway 51, section 1 of Provincial Road 2 | Section 2 of Provincial Road 2 linking the expressway, Long Hung Bridge (from 2029), Long Thanh Airport | About 10 minutes to 2 expressways, 20 minutes to the airport (developer's materials) |
| Aqua City | Along the Dong Nai River, Long Hung ward | Provincial Road 2, National Highway 51, HCMC – Long Thanh – Dau Giay expressway | Section 2 of Provincial Road 2, Long Hung Bridge (from 2029), Long Thanh Airport | No sourced travel-time figures yet |
| Eco Village Saigon River | Dai Phuoc commune | Existing roads via Nhon Trach (main connecting route being confirmed) | Cat Lai Bridge (groundbreaking at Dai Phuoc on 29 September 2026, from 2029), Ring Road 3 | About 18 km to Notre-Dame Cathedral (per press); travel time being confirmed |
| Elyse Island | Dai Phuoc island | Nhon Trach Bridge, waterway (about 25 minutes to Bach Dang Wharf per the developer) | Cat Lai Bridge (from 2029), Ring Road 3 | About 15 minutes to Ring Road 3 (developer); travel time to the airport being confirmed |
Reading the table from an investment angle:
- The 25B axis group (Fiato Airport City, Spring Ville) benefits earliest: Nhon Trach Bridge is running, and road 25B, road 25C and the airport are all aiming at end 2026. The risk is that these milestones sit close together — if one item slips, the "10 minutes to the airport" does not become reality straight away.
- The Long Hung group (Izumi City, Aqua City) relies on the expressways and National Highway 51 that exist; the two works that would change this area most — section 2 of Provincial Road 2 and Long Hung Bridge — are still at an early step (the Izumi City developer gives March 2028 for opening Provincial Road 2 and 2029 onward for Long Hung Bridge).
- The Dai Phuoc group (Eco Village Saigon River, Elyse Island) has the longest-term infrastructure story: Cat Lai Bridge linking directly to Ho Chi Minh City has only just started, earliest 2029. Price by today's reality and treat the bridge as an extra when it is done.
Separate planning information from works that have funding and have started
When a listing mentions infrastructure, put it in exactly one of four boxes:
| Box | Sign | Examples around HPR projects (24 October 2026) | How to factor into price |
|---|---|---|---|
| In operation | Official operation notice, real vehicles running | Nhon Trach Bridge, Ben Luc – Long Thanh expressway, Bien Hoa – Vung Tau (temporary) | Include in today's price, noting vehicle restrictions |
| Under construction, with % of work done | The work's investor announces % of contract value | Ring Road 3, road 25B, HCMC – Long Thanh expressway widening, Long Thanh Airport | Include partly, allow for a 6–12 month slip |
| Just started, with funding | Groundbreaking ceremony, total investment, investor | Cat Lai Bridge, Long Hung Bridge | Treat as a long-term factor (from 2029) |
| Plan / planning | "Expected to start", "under study", "proposed" | Thu Thiem – Long Thanh metro, section 2 of Provincial Road 2 (no construction start news yet) | Do not pay extra for this part |
A note on distances: the "x minutes" figures on project pages are reference figures from the developer or press, calculated on the best route. Test the drive yourself at rush hour on the route that is open to traffic, not the planned route.

An infrastructure progress tracker for investors to update themselves
Copy the table below into a notebook or spreadsheet and fill it in once a month. Record only when there is an official source (Government Newspaper, Ministry of Construction, Ho Chi Minh City People's Committee, Dong Nai City People's Committee, ACV, VEC).
| Work | Step today | % of work done | Completion milestone currently announced | Previous milestone | Date announced · source |
|---|---|---|---|---|---|
| Ring Road 3 — section near the project | |||||
| Nearest expressway | |||||
| Access road into the project | |||||
| Long Thanh Airport | |||||
| New river bridge |
How to fill it in:
- Step today — choose one of: planning · policy approval · funded · groundbreaking · at x% · temporary operation · official operation.
- % of work done — record only a figure announced by the work's investor, with "contract value" or "output of the whole project" noted — the two methods give different numbers.
- Previous milestone — to see how many times the work has slipped; if it has slipped 2 or more times, add a buffer when calculating cash flow.
- Temporary operation — note the restrictions (vehicle type, speed, hours) — they directly affect tenants and commuters.
- Compare the asking prices of units in the project before and after each milestone. A sharp price rise right after news of "expected groundbreaking" is a sign to stay out and observe.
